2018 Statewide Water and Wastewater Rate Study
The Department of Natural Resources and Conservation (DNRC) has collected rate information from communities for the last 6 years. Information has been requested and compiled in the fall of 2013, 2015, and 2017.
A request for rate information was sent out to communities in the fall of 2017. Communities were provided their previous rate study information that was on file for the community, and were asked to complete the current rate information. DNRC requested that the information be returned by January of 2018.
The rate study information being provided is raw data. Communities use different methods to charge their rate payers. Some communities use a flat monthly rate and some communities use a monthly usage rate. There can be a big difference in how communities pay for their water and wastewater services.
This raw data is to give some ideas on what different communities are charging for their water and wastewater services. The last column in the spreadsheets show the percentage change between 2015 and 2017.
This report explains the methodology used to collect the survey data and presents the results of the study.

American Rescue Plan Act 2021
The American Rescue Plan Act of 2021 (PUB. L. NO 117-2 SEC 602 (c)(1)(d)) provides state and local aid to make necessary investments in water and sewer infrastructure. The 67th Montana Legislature passed HOUSE BILL 632 which directed the federal funds available under the American Rescue Plan Act for use in Montana. Section 1 – Section 5 address how the federal funds will be distributed to necessary water and sewer infrastructure projects. House Bill 632 created the Infrastructure Advisory Commission who will oversee spending on water and sewer infrastructure projects along with the Governor of Montana.
Information and online ARPA Water & Sewer Grant Application
Registered users can only work on one online application at a time. Once the application has been completed and submitted, the registered user can start another application. DNRC recommends that applicants download the application materials "offline". Once all of the application materials are ready and supporting documents are ready, the registered user can quickly fill out the online application, click submit and then will be allowed to apply for a new one.

The Resource Conservation Advisory Council (RCAC) will hold its next meeting February 23, 2022, at Lubrecht Experimental Forest in Greenough. The meeting will take place from 9 am-12 pm.
